Aged Care Maintenance Plumbing Melbourne
Aged care plumbing isn’t normal plumbing.
A hospital patient stays for days. An aged care resident stays for years. The ensuite we’re working in is their bathroom, and the corridor is the hallway of their home. Many of the people living there are frail. Many have dementia. Their skin is thin, their reactions are slow, and a lot of them can’t tell anyone when something is wrong.
That changes what plumbing means. A mixing valve that drifts a few degrees is a scald risk to someone who can’t pull their hand away in time. A blocked pan at 7am delays morning care for a whole wing. A dead leg left behind after a room refurbishment is a Legionella risk in a building full of the people most likely to die from it.
Aged care is part of what we do, and we approach it the same way we approach hospitals: we plan the work around care routines, keep records a surveyor can check, and remember whose home we’re in.
If you manage facilities for a residential aged care provider in metropolitan Melbourne, this page explains what makes your plumbing different and what to expect from the plumber who looks after it.
Kamara: built around healthcare.
TMV servicing and replacement (thermostatic mixing valves)
In aged care, hot water at resident outlets such as basins, showers and baths must be delivered at no more than 45°C. The plumbing standards set this lower limit because residents are the least able to protect themselves. A TMV is what holds the water there.
A proper service is more than a thermometer reading.
It means isolating the valve, cleaning the inlet strainers, checking the non-return valves, inspecting or replacing the cartridge and seals, and recommissioning. It also means verifying the outlet temperature and running the cold-water failsafe test. If the cold supply fails, the valve must shut off the hot side rather than send stored water at 60°C or more straight to a resident’s shower.
AS 4032.3 requires TMVs to be inspected and maintained at least every 12 months.
Aged care homes often have a TMV in every ensuite, so the valve count adds up fast. Valves drift, cartridges silt up, and valves get swapped during room upgrades without being properly recommissioned. We service to AS 4032.3, issue a certificate for every valve, and tag and track each one against your asset register. You’ll always know what’s due and when.
What we do
Full AS 4032.3 field testing and service, valve-by-valve results against your asset register, a test report and tag for every valve, and a straight recommendation where a valve is better replaced than rebuilt. Every valve is tagged, located and tracked, so you know what’s due and when — not a folder of loose dockets discovered a fortnight before survey.
Safety
Legionella Control
Victoria’s Public Health and Wellbeing Regulations 2019 name residential aged care facilities specifically. The responsible person must take all reasonable steps to manage the risk of Legionella in the water delivery system, and that expressly includes warm water systems, TMV systems and tepid loops. If a sample comes back positive, the system must be disinfected within 24 hours of receiving the report. Testing isn’t mandatory, but the Department of Health strongly recommends that aged care facilities run a periodic sampling program. The national enHealth Guidelines for Legionella Control in the Operation and Maintenance of Water Distribution Systems in Health and Aged Care Facilities provide the framework most plans are built on.
Aged care buildings have their own Legionella traps:
Vacant rooms. A room held empty between residents, or a respite room used only occasionally, is a low-use outlet. Water sits still in its pipes.
Assisted bathrooms and spa baths that are used once a week, if that.
Dead legs left behind after refurbishments, extensions and changes of use across a building’s life.
Long warm-water runs in sprawling single-storey homes, where the far wing never reaches temperature.
Showers, which are the main source of aerosols in any residential building.
We work to your risk management plan with flushing regimes for low-use outlets, dead-leg removal, thermal profiling, and remedial disinfection after an adverse result. The documentation goes straight into your records.
EXPERIENCE
Backflow Prevention Testing and Certification
An aged care home is a commercial kitchen, a commercial laundry and a clinical building under one roof. Pan sanitisers and flusher-disinfectors in the sluice rooms, chemical dosing in the laundry and kitchen, irrigation and fire services all create a path for contaminated water to flow back into the drinking water supply. In Victoria, testable backflow devices must be tested at least once every 12 months by a licensed plumber with the backflow prevention endorsement. The results are lodged with your water corporation. We audit and register every device on site, schedule and complete the tests, lodge the results, and advise on relocating devices that can’t be reached without disrupting residents.
Aged Care Hot Water Risk Management
Aged care hot water pulls in two directions. The kitchen and laundry need water hot enough to sanitise, and the stored water must stay hot enough to control bacteria. At the same time, every resident outlet must deliver at 45°C or below. Keeping both sides right is a maintenance job, not a design decision you make once. That means monitoring storage and circulation temperatures, balancing flow and return lines, inspecting heaters and plant, checking sentinel outlets, and having a plan for when a circulating pump fails overnight. We treat your heated water service as one resident-safety system and report on it that way.
Compliance for aged care regulations and accreditation
Since 1 November 2025, providers have operated under the Aged Care Act 2024 and the strengthened Aged Care Quality Standards. Standard 4, The Environment, expects the environment to be safe, clean and comfortable, and equipment to be safe, appropriate and well maintained, with precautions taken to prevent the spread of infection. Plumbing sits squarely inside that. In practice, plumbing compliance in aged care answers to:
Victorian plumbing law
Victorian plumbing law: work done by licensed practitioners with the right endorsements, and compliance certificates issued where required
Australian Standards
Australian Standards: AS 4032.3 for TMVs, AS/NZS 3500 for water, heated water and sanitary plumbing, and AS/NZS 2845.3 for backflow testing
Public health law
Public health law: Legionella obligations under the Public Health and Wellbeing Regulations 2019
Water corporation requirements
backflow registers, trade waste agreements and grease trap servicing
Accreditation
The Aged Care Quality Standards, and the Aged Care Quality and Safety Commission that assesses you against them
Please Note
When the assessors arrive, compliance comes down to evidence. Kamara builds that evidence as we go, so an audit isn’t a scramble.
01
Preventative maintenance programs for aged care
Reactive plumbing in aged care costs more than the callout. It costs a resident’s shower that doesn’t happen, a room you can’t fill, and an incident report. Kamara builds preventative maintenance programs around your home, your risk profile and your care routines. We’ve serviced thousands of TMVs, so our programs are built on real service data: which valves fail early, which areas drift, and what needs six-monthly attention. A typical program includes an asset audit and register, a rolling service calendar aligned to your accreditation cycle, temperature logging, backflow scheduling, drain inspection and 24-hour emergency response.
02
Drain inspection and clearing
Aged care drains carry a load few other buildings produce: continence products and wipes, kitchen fats from three meals a day, laundry lint and detergent, and sluice room discharge. We use CCTV inspection, high-pressure jetting and root cutting to find and clear problems early. Where a line is failing, we can reline it rather than dig up a courtyard residents use every day.
03
Even simple aged care toilet blockages
A blocked toilet in a resident’s ensuite affects someone’s dignity. We treat it as priority work. We respond fast, clean up properly and confirm the room is ready for the resident. If the same toilet blocks three times in six months, we tell you why.
The things that don’t appear on the invoice
Facility managers tell us the technical work is the easy part to buy. What’s harder to find is a contractor who handles everything around it:
It’s their home.
Our technicians knock, introduce themselves, and work with care staff before entering a resident’s room. For a resident living with dementia, an unfamiliar person in the bathroom can be frightening, so we let staff lead.
We plan around the care routine.
We don’t shut down a wing’s hot water during morning showers or cut the kitchen supply before lunch. Isolations are planned, notified and confirmed restored in writing.
Infection control and outbreaks.
We follow your infection prevention procedures and PPE requirements, and we respect outbreak restrictions. During a gastro or respiratory outbreak, we reschedule or adapt rather than walk through a closed wing.
Fixtures chosen for residents.
Lever and sensor tapware, hand-held showers, level-access shower drainage and clinical handbasins in treatment rooms. The wrong “like-for-like” swap can create a falls or scald risk.
24/7 response
Because Aged Care never closes.
Why choosing the right plumberMatters
Any licensed plumber can replace a tap. Very few can walk into a Melbourne aged care home, understand its warm water system, service every TMV to standard, produce the records your accreditation depends on, and do it all without upsetting a single resident. That’s the work. Kamara Plumbing does it for aged care providers across metropolitan Melbourne. Talk to us about a compliance audit of your home. We’ll assess your TMVs, backflow devices, hot water systems and drainage; tell you exactly where you stand, and give you a maintenance program that keeps you compliant.
